The suspect in two downtown stabbings, Moctezuma Garcia, was indicted today by a Grand Jury on numerous felony charges.

On Friday, September 8, 2023, the Multnomah County District Attorney’s office presented the cases to a Grand Jury. The jurors returned an indictment for Attempted Murder in the Second Degree, Assault in the First Degree (2 counts), Assault in the Second Degree, Attempted Assault in the Second Degree, and Unlawful Use of a Weapon (3 counts). He remains in custody of the Multnomah County Sheriff’s Office Corrections Division.

The investigation is continuing, and additional victims are still being sought. If anyone has information about these cases, any additional crimes involving Garcia, or any evidence found by community members, they are asked to contact crimetips@police.portlandoregon.gov attn: Major Crimes Unit and reference case number 23-224921.

The stabbing suspect who was detained by Central Precinct officers has been charged with attempted murder.

Moctezuma Garcia, 24, was served an arrest warrant while in custody of the Washington County Jail for Attempted Murder in the Second Degree (2 counts). The warrant application was filed by the Multnomah County District Attorney’s office (MCDA) and signed by a judge on Wednesday, August 30, 2023.

Garcia was put a parole/probation detainer when he was taken into custody on August 26. Supervisors with the PPB Major Crimes Unit worked with Washington County Probation and Parole Services and the Washington County Jail to ensure that Garcia was not released from custody while the arrest warrant was written and submitted. Since Garcia was detained, Detectives have been working to collect evidence, speak to witnesses, and seek out and process video footage. In cases where a suspect is already in custody for something else, it is common investigative practice to delay filing charges to allow investigators more time to process and analyze evidence. The additional investigative work helps ensure that the Grand Jury (GJ) gets a more complete and comprehensive summary of the facts of the case. GJ is expected to take place in the near future.

The victims are recovering from their injuries. The adult male who was slashed in the neck remains in the hospital. The man who was stabbed in the chest in the 700 block of Southwest 10th Avenue has been released from the hospital and is recovering at home.

The investigation is continuing, and detectives still want to hear from anyone who has information about the two known attacks. In addition, detectives believe Garcia may have been involved in additional crimes that were not reported to police. The Portland Police Bureau is releasing a photograph of the suspect in an attempt to the identify any additional criminal activity related to Garcia (photo).
